Massacre of Stray Dogs in Kalinovik, Bosnia

1393096_639840386038619_1541944362_nAs if there weren’t enough reasons for the world stand up in outrage about the imminent, proposed changes to the Animal Welfare Act in Bosnia:

Yesterday there was a terrible massacre of stray dogs in streets of Kalinovik in Republika Srpska at 9:30 a.m. It is alleged that local authority Mayor Mrs. Milena Komlenovic hired hunters to go around the town and kill dogs. Allegedly the hunters were paid 30-40 KM per dog – around 15-20 Euros. The person who reported it found 10 dead dogs and two wounded dogs hiding. But there is mixed information about what happened – one source says it was act of an individual on a killing spree and other say it was organised by the Mayor.

1395433_639843722704952_1486846109_nAnimals were killed near the POLICE station in Kalinovik and carcasses of animals killed were not removed even a few hours after the commission of the offense..The use of firearms for the purpose of shooting stray dogs and strays is a criminal offense under the Criminal Code Causing general danger, any further indiscriminate capture and killing of animals is a violation of the provisions of the Law on the protection and welfare of animals..

1374259_639843986038259_1314581357_nThe following was sent by NOA, Association for the Protection of Animals Bosnia & Herzegovina, to officials and representatives of authorities including police ministry (some personal information deleted):

“Citizens of Kalinovic town phoned and sent emails to us (NOA) on 20 Oct. 2013, they reported that at 9:30 AM an unidentified person shot to death 10 stray dogs in the very town centre (Karađorđeva street) which is close to police station Kalinovik, knowing that the number of killed animals at least 10 shots should have been heard. Killed dogs were lying in the streets for at least four hours. It is not known to us who took the bodies away and where they were taken and the bodies could be evidence.

Among many phone calls we received from Kalinovik citizens who provided us with relevant information was call of Mr. Borko Cerovina [who lives in …} and who is willing to confirm and validate all information that he has.

During afternoon hours at time when police shifts are changed, I contacted the shift leaders (the first and the second shift) of polic564071_639840512705273_1640745443_ne station in Kalinovik and I insisted that my report about the incident gets registered following the standard police protocol and procedure. I gave my personal details to police officers including names of my mother and father.

Since one of the dogs survived and has been wounded we contacted veterinarian in Kalinovik, Mr. Damjanac and we asked him to provide veterinary care to the dog. Mr. 1384076_639842712705053_1974880654_nDamjanac informed us that a woman from Kalinovik has been taking care of the wounded dog and stays with her and that the dog was injured by buckshot which means that a hunting rifle was used in an attempt to kill it. I believe that Mr. Damjanac can give you official confirmation about the nature of the wounds. You can contact vet. Damjanac.

Based on information and photos that we have forwarded to you and that without any doubt confirm that illegal killing of stray dogs took place in a settlement, we make an appeal that you start an investigation and identify culprits of the criminal act.

In four days Bosnia-Herzegovina Parliament will vote on changing the Animal Welfare Act. If these changes are implemented, it will not only be ineffective in dealing with the stray dog problem but will mean untold suffering for thousands of strays. It seems that dogs in Bosnia are nothing and they just kill them as if they are trash, what kinds of animal advocates are there in Bosnia that is strong enough to take on this task of saving animals. It seems that Police do not care about these helpless souls, killing the dogs and leaving them out in the streets, is there any order in Bosnia?, I wish I could do something besides donating?, is there a group that can be formed to attack the government to stop this killing?

    • Janet — the activists right now are launching as big a campaign as possible. Writing letters to your MP or to the large animal welfare organisations would help – they all say no they can’t help in Bosnia (well most of them do) but if we keep at them maybe they will…

      • Dont give up the fight we have to do all we can to save these furbabies. It is not about the stray problem its all revolved around money and greed!! This is so unjust, cruel, inhumane. The human race has not evolved in compassion and empathy, and dont think they ever will. The governments have only evolved into more greed and corruption. One day the human race will pay for all its cruelties and hope the governments will be top of the list, Karma!!

    • Well Janet, not everywhere in Bosnia they kill strays. As I live there I can say in our town they are not killed. They get neutered and marked as and live on the streets. Some get feed by restaurant owners, some by the citizens. It still is a slow and long process but it is possible. We won’t give up signing petitions and we personally spend money for the sterilization of dogs (as good as we can). Of course there are cruel people here who kill the innocent creatures. They are all over the world so please do not jugde all the bosnian people. Thanks for reading

      • Thank you Sabine. I work with so many Bosnians who are trying to help the strays. Yes there is a big problem in Bosnia, but we cannot judge all the people because of the cruelty of some.

  2. Men are a vile creation and unfortunately, some women fall into that group. But 99.9% are men. God did not create man in His own image but rather, men created God in their own image to give them free license to steal, rape, torture and murder…all for the sake of greed. It is fitting that the human race disappears as this species is the most disgusting of all creations. Change only seems to happed dependant on the number of deaths attributed to what needs changing. These poor, sweet souls deserve and need our help. We are encroaching and causing devastation everywhere we go! May these repugnant people die a far worse death than what they bestow on our animal kingdom!

    • i could not have expressed this better…..the human being has become a killing machine…no emotions, no morals, nothing but greed and violence….it is shameful that our God has to see what has become of His creation…He created balance in the world with human, animals, insects, plants, and nature…man has created nothing but destruction and imbalance of mind and spirit….truly horrendous……

    • Those who hurt an animal does that to me.I totally agree with you Laurie.There are far too many humans on this planet earth with evil intends and vile characters.I hope dearly to go to animal/pets heaven when time come.I have enough of evil men and youngsters who abuse and inflict horrible pain on these innocent souls.I have send petitions to the European Community Headquarters in Brussels.I would like to kno who is in charge of that problem in Europe.We need ANIMAL POLICE IN EVERY COUNTRY WITH A COURT SYSTEM THAT WORKS!!!
      Animals and every living being has absolute rights and protection.I quit supporting humanitarian causes and prefer to donate to animal causes.Wish God would stike with a bold light of fire on Bosnia and all these East European nasty countries.

      I live in Bosnia, and have seen a lot of misery on daily basis.
      Every single dog is just looking for a human touch and a loving home, some of them are traumatized because of such “humans”. If every thousand citizen would take one dog of the street, the problem would be solved.
      But no, 90% of the Bosnian population don’t like animals from which they have no profit or they can not milk or slaughter them for any given religious “holiday”.
      Most of the children find animals interesting and want to have a pet, which is normal behavior, but most of them are raised to be afraid of them, because their Parents were raised like this, to be disgusted by them, so they can later continue this horrible path.
      Most of the Bosnian dog owners, have their dogs tied up outside the house (as a barking security measure, its cheaper then alarm system), where they have 2m of movement space, where they shit and eat. They get leftovers to eat, most of it are bones, so there is no hope for most Bosnians to evolve to normal animal loving (not pulling out guns and shooting for every fcking wedding) 2013 humans, because this is their mentality, inherited from generation to generation, and this only continues.
      The only ones who could and should solve this, is the government, which could take 1% of the money they have begged over the years, from all over the world, and build dog shelters which would automatically employ many new workers, which are jobless and desperate, and from there, try to find them a new home anywhere in the world. But NO, they rather spend the whole money on building new Mosques and Churches for every neighborhood, so every group on “believers” knows its place, (I’m vomiting again).
      This is the only truth about the animal situation in BIH.

      Right now, we are caring for 2 stray Dogs, both have lost a leg (amputated), one was shot in my neighborhood, and the other was hit by a car.
      We will keep one (with our 2 Dogs), and the other one goes to a loving normal family in Germany :):):)

  3. How horrible and so wrong… the dog is the best friend of the human being they are just like an angel walking next to you and than you have to realise that some people are like the devil who hurts so much and so many of those dear creatures…

    • I honestly believe that we are back into the dark ages,And many men act like in a cave mentality.There is a lot of darkness in these places where such atrocities are done to animals.No,Not a cent to human causes but gladly to animal welfare causes.

  8. Poor poor dogs! How is it possible to ill-treat them like that? This is horrible, sickening. There are in Bosnia people who are totally unable to have positive feelings.

This is not a place where we would ever consider visiting – we would be unconsolable to STOP the horror, pain and suffering inflicted on these innocent animals who have no voice……stop it now – you will be losing money from the tourism you hope to have encourage.   13. I am so glad for people who care about animals and speak up about cruelty and raising awareness. My mum leaves in Kyrgyzstan and looks after stray dogs and cats: 16 cat s and 3 dogs!     La situazione in Bosnia non è differente da quella in Ucraina, o in Romania.
    Credo che nel Cuore degli esseri umani sia esaurita la scorta di Compassione, altrimenti non riesco a trovare una spiegazione per tanta efferatezza e ferocia.

  17. What on earth is the point of signing these petitions if they are just ignored by the corrupt Bosnian Government? Even if the Government does act, which is highly unlikely, they are not going to change the mindset of the majority of people in Bosnia who treat animals like trash. This is going to take years, by which time millions of poor souls will have met a painful and grisly demise. I’d like to be able to donate some money to the good citizens who do show humanity to the suffering animals in Bosnia. Unfortunately in Eastern Europe it is so difficult to determine who is genuine and who is just scamming those of us who care about animals. I like many others are desperate to find a way to stop the suffering – unfortunately, we’d have more luck taking each and every animal out of Bosnia than trying to change the mindset of it’s Government or it’s people.

    • Jacqueline, I know how you feel. However, at the very least the petitions do alert the world to what is going on in Bosnia Herzegovina – the situation for strays and other animals has been for the most part completely undocumented. Since our campaigns we are now getting international press involved, and this is good. Also we are slowly finding homes for rescued strays – again the petitions bring people to this site and some of them do assist with helping us find homes and keeping the rescues safe off the streets. We are very much aware of the corruption and only work with rescuers who we trust 100% – and some of our AWAB volunteers have visited Sarajevo from Finland and the USA to meet these activists in Sarajevo and all the pensions where rescued dogs are looked after, so we can assure you that any money donated via us is put to good effect!
