Most rescuers rely solely on fundraising via Facebook for their rescues and for other needs. If you are not already in contact with rescuers in Bosnia, please join AWABosnia Facebook group to begin to find those who you feel a connection with.
You can also set up small fundraisers in your local pet food shop and so on, as not everyone is able to donate.

Please write letters to the media, your MEP, to the Bosnia Tourism Board, any international animal welfare organisation you are connected to, any celebrity you are connected to and to the authorities in Bosnia-Herzegovina and the other organisations listed below.

Your letters should ask for the existing animal welfare law to be enforced (for a full translation of the existing law, please download this PDF); for all Bosnia-Herzegovina public shelters to be investigated for humane conditions and for a humane approach to the stray population control with government funded county-wide spay-neuter and microchipping programs implemented. Also, all owned dogs and cats must be included in these programs by being sterilised and microchipped, as these animals are contributing to the problem; and any abuse of the animal welfare law must be treated with the severest penalties.

Dear XXX

Millions of citizens care deeply about animal welfare and are sickened to see constant reports of horrific animal cruelty. Countries seeking to acquire EU membership need to demonstrate certain standards of animal care, and so I want to bring to your attention Bosnia and Herzegovina, who are seeking admission, and yet who constantly contravene their own animal welfare laws.

In 2009, the Law on Animal Welfare and Protection entered into force in Bosnia Herzegovina. Amongst other things this law proscribes that owners of dogs and cats are to register their animals at the veterinarian organization and mark them with microchips. Additionally, within the period of one year, institutions were obliged to build humane shelters in which all abandoned and lost animals found on the streets should be placed after being caught by a hygienic service, and in which they would be treated on a humane way and provided adequate veterinarian care. Until then, stray animals could be spayed and turned back to the street, while only sick, aggressive and dogs in agony were to be euthanized.

So far, no legally proscribed measure has been conducted. Since the local authorities have not conducted sufficient neutering campaigns on time and properly, the number of stray dogs has multiplied. Dogs Trust sterilization campaigns nave not been able to significantly reduce the numbers of dogs in Sarajevo. Owners are continuing to abandon their unsterilised dogs or the unsterilised offspring of their pets, so the number of dogs in the Canton Sarajevo still seems to be around several thousands. No one knows the exact number as there is no database. Local authorities built several shelters around Sarajevo in which conditions are even not close to a satisfactory level, animals have no vet care, conditions and treatment are inhumane. Dogs often die due to sickness or are attacked by other dogs. Conditions are almost the same as in concentration war camps. Dogs survive thanks to groups of volunteers and animal-friendly citizens of Sarajevo who visit them and provide food and some medicines. Some public companies donate some food or food scraps. Lucky dogs are homed in Bosnia or abroad thanks to volunteers.

Thousands of those remaining on the streets cannot be placed in shelters as they are overcrowded. Furthermore, there is not any official evidence as to how many dogs are taken from the streets, how many arrive in the shelters, what their health condition is, how many are euthanized and for what reason, and how many are currently at the shelters. There is no adequate inspection in practice, no official cooperation with the NGO sector which could make and keep evidence on everything in cooperation with the authorities. Hence dogs are often left at the mercy of employees of the hygienic service and shelter owners. No one knows how many die in between visits of the volunteers and due to what reason.

Increased numbers of dogs on the streets is a direct result of irresponsible ownership, with owners either letting their unsterilised dogs free-roam, or because they abandon their unsterilised dogs and because of government failure to implement preventive measures that are provided by the laws, such as punishing those who abandon animals, creating a registration of pets, providing adequate spay/neuter projects with vaccination and tagging of stray animals in an appropriate form and number, and education and information campaigns which are aimed to raise public awareness about the causes of the problem.

The BiH law on Protection and Welfare of Animals very clearly provides solutions for dealing with an overpopulation of stray animals in Bosnia. The first legal obligation of authorities is to build shelters for stray animals, whose purpose is to care for stray animals until they are adopted. Conditions that all shelters must fulfil are outlined in the law.

The only way to solve this problem is for municipalities and governments to establish their own database of owned animals. If the database of tagged animals and owners of animals is established, it will enable the identification, prosecution and punishment of people who abandon the animals.

Also, the dog shelters in this country are documented by animal rescue organisations and activists to be inhumane ‘death camps’ for dogs, and are in fact used for money laundering purposes: money destined for the dogs and the shelters is pocketed.

I am writing to ask your assistance  that the shelters in Sarajevo and other public shelters in the country have radically improved conditions,  and in particular that animal activists be allowed to document and ensure that the animal welfare laws are applied in general and throughout the country.

We have been advised by BiH lawyers and activists that as the BiH politicians themselves are involved in stealing of money from illegal shelters and hygienic ‘dog catching’ services, and that since the prosecutors and police officers are also corrupt, the only way to force the BiH political establishment to stop their illegal practises is pressure from international organisations and especially embassies.

The existing Animal Welfare and Protection Act of Bosnia-Herzegovina is in fact a good and enforceable law. The only reason the law is not being enforced is because certain political and professional circles do not want to do it.

The law states that every city and town has to build shelters for stray animals. All shelters for stray animals have to provide a NO KILL policy and adequate care, including veterinary care for the animals housed there. Again, the truth is that the conditions in most public shelters are horrific, with dogs being left for days without water, food or care of any kind. There is documented evidence of this.

As you will be aware, the European Union provides the government of Bosnia and Herzegovina and with many millions of euros worth of financial aid each year.  My understanding of the provisos attached to these aid packages is that there is a requirement for the recipient country to abide by EU laws which would include the laws related to animal welfare. The Commission has stated that aligning national animal welfare legislation with EU law is a prerequisite for EU membership.

I would urge you please to raise the above issues with the European Commission and the European Parliament’s Intergroup on the Welfare and Conservation of animals (http://www.animalwelfareintergroup.eu/) and, critically, with your representatives in Bosnia-Herzegovina.

The issue of the failure of the BiH authorities to apply even the barest minimum of the law to ensure the safety of the animals must be addressed. It is imperative that the European Commission and the Parliament discusses this matter with their Bosnia and Herzegovina counterparts.

We urge you to help ensure that the Bosnia Herzegovina authorities implement internationally agreed-upon guiding principles on humane stray dog population control and management, and that resources be allocated to ensure such principles are followed.

Millones de ciudadanos de la Unión Europea (UE) se preocupan profundamente por el bienestar de los animales y están asqueados de ver reportes constantes de crueldad animal horrorosa. Estos ciudadanos miran hacia la UE para ayudar a mejorar el bienestar animal en toda Europa. Los países que quieren pertenecer a la UE deben demostrar ciertos estándares de cuidados y protección animal, motivo por el que quiero llevar a su atención el caso de Bosnia-Herzegovina, que quiere ser admitida, y que, en las siguientes dos semanas, votará la existente Ley de Protección Bienestar Animal. Le escribo para pedir su ayuda para asegurar que esta ley no sea cambiada, sino reforzada.

Los cambios propuestos para la Ley de Protección y Bienestar Animal incluyen la legalización de la eutanasia en todos los centros de acogida. La Ley existente de Bienestar y Protección Animal de Bosnia-Herzegovina es, en realidad, una ley buena y aplicable. La ley actual considera ilegal la eutanasia de perros callejeros, excepto en los siguientes casos: a) cuando el animal no puede ser curado y mantenerlo vivo solamente causaría dolor y sufrimiento innecesarios; b) el animal es tan mayor, que sus funciones vitales están finalizando; c) el animal padece una enfermedad incurable o infecciosa, o esta enfermedad puede representar una amenaza para los humanos; d) el animal es peligroso; e) el animal está sufriendo / agónico. La verdad es que actualmente los perros son “eutanasiados” de forma aleatoria e irrespetando seriamente la ley mencionada, y de maneras altamente inhumanas: golpes, inyecciones de lejía, inanición, quema y enterramiento estando vivos.

Además, la actual Ley de Protección y Bienestar Animal puntualiza que cada ciudad y pueblo debe construir centros de acogida para animales callejeros. Todos ellos deben poseer una política de NO MATAR y deben facilitar cuidados adecuados, incluyendo cuidados veterinarios para los animales que se encuentren allí. Nuevamente, la verdad es que las condiciones en la mayoría de los centros de acogida son horrorosos, con perros que no reciben agua, alimento o cuidados durante varios días. Existe evidencia documentada de esto.

Con respecto a los cambios propuestos para esta ley, lo crucial es que las políticas de “Atrapar y matar” (“Catch and kill”) o “Atrapar y encarcelar” (“Catch and incarcerate”) han fallado en muchos otros países. Las ciudades que han manejado y frenado exitosamente su población de animales callejeros han sido aquellas que han adoptado la política de “Atrapar y retornar”. Los estudios existentes sobre el tema de la población callejera de perros y gatos consideran unánimemente que la eutanasia no es la manera más efectiva de controlar las poblaciones. Los estudios han demostrado que los programas de TBP (trap-neuter-return, es decir, capturar-esterilizar-retornar) y CNR (catch-neuter-return, es decir atrapar-esterilizar-retornar) son mucho más efectivos (y mucho más humanos) que la eutanasia para reducir la población de animales callejeros.

Un cambio en la ley también significará un extraordinario desperdicio de fondos y tiempo utilizados en programas previos de castración/esterilización, más notablemente aquellos del Dogs Trust (la más grande organización caritativa para el Bienestar Canino del Reino Unido), que ha esterilizado a más de 3000 perros este mes de junio de 2013.

En un debate parlamentario el día 3 de octubre de 2013, la representante del partido SDP (Partido Social Demócrata) Nermina Zaimović-Uzunović, miembro de la casa de representantes de la asamblea parlamentaria, quien originalmente propuso los cambios a la ley en cuestión, dijo que estaba decepcionada porque la discusión se enfocara en el Dogs Trust y su proyecto financiado por “la Reina” – y que el Dogs Trust solamente trabajaba en beneficio de sus propios intereses y que éstos eran financiados por “la Reina”. Millionen EU Bürger sind sehr besorgt um das Wohlergehen von Tieren. Sie sind entsetzt über die kontinuierlichen Berichte über grausame Tierquälerei und erwarten von der EU den Tierschutz in Europa zu verbessern.

Länder die Mitglied der EU werden möchten, müssen einen bestimmte Maßnahmen für das Wohlbefinden von Tieren vorweisen. Darum möchte ich ihre Aufmerksamkeit auf Bosnien Herzegowina richten. Sie suchen die Mitgliedschaft und werden in den nächsten zwei Wochen über das bestehende Tierschutzgesetz verhandeln.

Ich bitte mit diesem Schreiben um ihre Unterstützung, dafür Sorge zu tragen, dass dieses Gesetz nicht geändert sondern durchgeführt wird.

Die vorgeschlagenen Änderungen für dieses Tierschutzgesetz würde die “Euthanasie” in Tierheimen legalisieren. Die “Euthanasie” würde 15 Tage nach dem einfangen eines streunenden Hundes durchgeführt werden. Sollte diese Änderung genehmigt werden, hat das schreckliche Folgen für die Tiere in diesem Land.

Bitte seien Sie sich darüber im Klaren das es zwar eine logische Schlussfolgerung zu sein scheint die sich dort vorkommende ausbreitende Hundebevölkerung so zu bekämpfen, es aber ein sehr kostspieliges Unterfangen ist die Hunde auf diesem Wege zu töten.

Darum werden meistens sehr brutale Methoden in den Tierheimen angewandt. Darüber gibt es dokumentierte Beweise.

Es ist Tatsache, dass das bestehende Tierschutzgesetz in Bosnien Herzegowina ein gutes und durchführbares ist.

Der einzige Grund warum dieses Gesetz nicht durchgeführt wird ist, weil bestimmte politische und fachliche Kreise dies nicht wollen.

Die momentane Gesetzgebung macht das Töten von streunenden Hunden illegal.

Außer:

a) Wenn das Tier nicht geheilt werden kann und es am Leben zu erhalten unnötige Schmerzen und unnötiges Leiden verursachen würde.
b) Das Tier ein solches Alter erreicht hat, dass die körperlichen Funktionen aufgeben.
c) Das Tier an einer unheilbaren und/oder ansteckenden Krankheit leidet, oder die Krankheit eine Gefahr für Menschen darstellen könnte.
d) Das Tier gefährlich ist.
e) Das Tier Todesqualen oder unerträgliche Schmerzen erleidet.

Tatsache ist, dass die Hunde derzeit wahllos und außer Acht lassen des oben angegeben Gesetzes “euthanasiert” werden und dies unter sehr unmenschlichen Methoden: erschlagen, injizieren von Bleiche, verhungern, verbrennen, lebend begraben. 

Zusätzlich dazu besagt das bestehende Tierschutzgesetz, dass jede Stadt und jedes Dorf ein Tierheim für streunende Tiere zu errichten hat. Alle Tierheime für streunende Tiere haben eine Nicht Tötungs Richtlinie und angemessene Verpflegung inklusive Tierärztlicher Versorgung für die dort untergebrachten Tiere zur Verfügung zu stellen.

Und wieder ist es Tatsache, dass die Zustände in den meisten Tierheimen entsetzlich sind. Hunde werden tagelang alleine gelassen, ohne Futter, Wasser oder irgendeine Art von Versorgung. Darüber existieren dokumentierte Beweise.

Ausschlaggebend ist, die Gesetzesänderung betreffend, dass die fangen & töten und fangen & einsperren Methode schon in zahlreichen anderen Ländern gescheitert ist.

Städte die erfolgreich den streunenden Hunde und Katzenbestand geregelt und minimiert haben hatten sich für eine fangen-sterilisieren-zurückbringen Methode entschieden. Studien über die Regelung des streunenden Hunde und Katzenbestands haben einheitlich ergeben, dass die Tötung nur die Symptome bekämpft und nicht die Ursache. Es ist teuer, unmenschlich und keine endgültige Lösung des Problems.

Studien haben gezeigt, dass Fallen stellen-sterilisieren-freilassen oder einfangen-sterilisieren-freilassen Methoden weitaus effektiver waren ( und menschlicher), als das Töten um den Strassentier Bestand unter Kontrolle zu bringen.

Eine Änderung des Gesetzes würde außerdem eine extreme Verschwendung von Geldern und Zeit bedeuten die in bereits betsehenden Sterilisations-Kastrations Programmen investiert wurden.

Speziell das Programm von Dogs Trust die im Juni 2013 3000 Hunde sterilisiert haben. Die SDP Abgeordnete Nermina Zaimović-Uzunović, Mitglied des Abgeordneten Hauses die ursprünglich die Änderung vorgeschlagen hatte, sagte in einer parlamentarischen Versammlung am 3. Oktober, sie sei enttäuscht über die Debatte die sich auf das Dogs Trust Programm konzentriere, welches von “der Queen” finanziert werden würde. Dogs Trust würde nur im eigenen Interesse arbeiten und dieses Interesse würde von der Queen finanziert werden.

Anstelle die unter großem Aufwand und Ausgaben geleistete gute Arbeit von Dogs Trust anzuerkennen, weist sie diese ab und räumt auch nicht ein, dass wenn die Änderungen zu tragen kommen, die 3000 von Dogs Trust sterilisierten Hunde wahrscheinlich getötet werden. Was für eine Verschwendung!

Es ist außerdem wichtig zu notieren, dass absichtliche Tierquälerei in Bosnien weitverbreitet ist und viele internationale Tierschutzorganisationen führen Bosnien als das Land auf in dem die meisten und grauenvollsten Tierquälereien stattfinden und in dem Tiere am schlimmsten leiden.

Ein berühmtes Beispiel dafür ist der Fall von Ilidža in Zentral Bosnien Herzegowina, wo zwei Männer eine Feuerwerks Rakete in das Maul einen jungen Schäferhundes steckten. Sie banden ihm die Kiefer mit Klebeband zusammen und zündeten die Rakete an. Die Explosion verursachte grauenhafte Verletzungen im Gesicht des Hundes, tötete ihn aber nicht. Ungefähr 5 Tage lange lief er umher bis Tierschützer ihn einfingen. Der Hund musste eingeschläfert werden.

Ungefähr 200 000 Menschen haben Petitionen unterschrieben und die Regierung in Bosnien Herzegowina aufgefordert die Täter zu bestrafen, nichts ist getan worden.

Dies ist eine klare Indiz dafür das Menschen die Spass daran finden Tiere zu misshandeln, auch eine potentielle Gefahr für andere Menschen darstellen, speziell für Kinder.

Jede Änderung des Tierschutzgesetzes, welches die “Euthanasie” von gesunden Hunden in Tierheimen erlaubt, wird der Bevölkerung die Nachricht vermitteln, dass es in jeder Situation erlaubt ist Hunde und Katzen zu töten.

Wie Ihnen sicherlich bewusst ist, stellt die Europäische Union der Regierung in Bosnien Herzegowina jedes Jahr Millionen Euro finanzieller Hilfe zur Verfügung. Ich glaube das Kontingent für 2012 war ungefähr € 107.8 Mill.

Meines Wissens nach besagt eine der Klauseln in Verbindung mit den Hilfepaketen, dass das Empfängerland sich verpflichtet sich nach den EU Gesetze zu richten. Dies beinhaltet auch die Gesetze die mit dem Tierschutz verbunden sind.

Die Kommission hat festgelegt, dass es eine Grundvoraussetzung für eine Mitgliedschaft in der EU ist das nationale Tierschutzgesetz an das EU Gesetz anzugleichen.

Ich bitte Sie dringend darum die oben angegebenen Sachverhalte bei der Europäischen Kommission und des Europäischen Interfraktions Parlament für den Wohlbehalt und Schutz von Tieren zur Sprache zu bringen. Der Sachverhalt der vorgeschlagenen Änderungen zum Gesetz muss in den kommenden Tagen angesprochen werden.

Es ist eine zwingende Notwendigkeit das die Europäische Kommission und das Parlament diese Sache mit ihren Kollegen in Bosnien Herzegowina bespricht.

Das Europäische Parlament gibt an, dass die EU einen der höchsten Standards der Welt im Tierschutz hat. Die europäische Gruppe für Tierschutz (http://eurogroupforanimals.org/) schlägt der Europäischen Kommission dringend vor angemessene Maßnahmen zu ergreifen, um zu versichern, das alle Haustiere vernünftig behandelt werden um ihre Gesundheit und das Wohlbefinden zu gewährleisten.

Wenn Bosnien Herzegowina sich wünscht der EU beizutreten, sieht es wohl so aus, dass bis die Regierung dort Verbrechen gegenüber wehrlosen, fühlenden Wesen ernst nimmt, sie wohl kein Land sind, welches die Europäische Union akzeptieren kann.

Wir bitten Sie dringend, sicherzustellen, dass die Behörden in Bosnien Herzegowina die international vereinbarten Richtlinien zur humanen Kontrolle der Hundebevölkerung einführen. Und das Personell zur Verfügung steht welches sicherstellt, dass diese Richtlinien auch befolgt werden.
