The Dog Catchers of Sarajevo are Back

The Hygienic service of P. E. “Rad” ltd. of Canton Sarajevo started working on the 14th August 2015. The Assembly of Canton Sarajevo voted for the establishment of this hygienic service in March 2015, after months of debate presented in Bosnian media between animal protection activists and organisations and authorities. Efforts of the authorities of Canton Sarajevo to establish this hygienic service failed in autumn 2014 after animal activists’ discovery that the government had issued an illegal decision to establish the service.

Since the new assembly decided to support this dog catching service, the government established this dog catching service a few days ago and according to the statements from officials of Canton Sarajevo, P. E. “Rad” has been registered for to be a dog catching service. An official request has already been sent to the inspection in order to confirm this hygienic service is registered in accordance with Bosnian laws, but it is obvious that P. E. “Rad” does not have the legally required conditions for a legal hygienic service.

Initial information from the field shows the hygienic service of Canton Sarajevo will most likely be a new facility for money laundering since it is not in fact possible to view caught dogs, even though citizens and activists should be, by law, allowed to view the dogs.

Part of the funds for this dog catching service have been donated by Dogs Trust BH which supports the activities of the service.

Every legal means possible will be used to find out the legality of this service.

Dog catchers’ service of P. E. “Rad” of Canton Sarajevo, which was active up until 2009, was a notorious group of dog catchers known for their abuse and slaughter of stray dogs in Canton Sarajevo. Methods used by the dog catchers were similar to methods used in concentration camps that existed in Bosnia during the war (1992 – 1995).

Dog catchers employed in P. E. “Rad”  killed thousands of stray dogs in Sarajevo until 2009. They were a scientific example of psychopaths.

The Animal Protection and Welfare Act of Bosnia and Herzegovina entered into force in April 2009. The Veterinary Inspection of Canton Sarajevo issued a decision ruling that the service of dog catchers of P. E. “Rad” must cease working immediately because its activities were illegal and contrary to the provisions of Animal Protection and Welfare Act of Bosnia and Herzegovina. After the decision had been issued and the work of the dog catchers was forbidden, they stopped their activities.

No one mentioned that the dog catchers were criminally responsible for the atrocities they had committed, because torturing and killing of stray dogs and all other animals was a criminal offense (it is still criminal offense and it will always be). No one has ever been charged with this criminal offense – yet.

It is prohibited that the lower levels of the government order activities that are not under their jurisdiction and which are contrary to the state’s acts. Because of this prohibition legal acts that are enacted by lower levels of government and which are contrary to the state’s acts must not be implemented. Implementation of such acts is a criminal offense and presents attack on the constitutional order.
