Dog killed in Mostar


Slaughter of dogs in Mostar City: several adult dogs were shot, 3 puppy litters lost their mothers, in one of the litters the puppies are only few days old. There are sixteen puppies left without their mother. Food is desperately needed and also homes for the puppies.

This killing is a violation of the Animal Welfare Law of BiH, just like all the other similar killings of dogs in Bosnia Herzegovina.

Latest news on the Bosnia Herzegovina Animal Welfare Act

As you know, in December last year the Constitutional – Legal Committee voted against the proposed amendments to the Animal Protection and Welfare Act that we’ve also been campaigning against, and instead proposed that the Council of Ministers should prepare new amendments to Animal Protection and Welfare Act.

Today, in the session of the House of Peoples, this proposition by the Constitutional – Legal Committee (for new amendments) was voted against.

The first reading of the law (the law originally proposing the amendments we have been campaigning against) was NOT held today because the Collegium of House of Peoples have to first to meet to harmonise these amendments.

The “Collegium” is made up of 3 members of the House of Peoples who manage the work of the House. These members are: Dragan Covic (Croat, HDZ), Stasa Kosarac (Serb, SNSD) and Sulejman Tihic (Bosniak, SDA).

“Harmonisation” means that the Collegium can change something in the amendments to the Animal Protection and Welfare Act: they can propose some new amendments or change the text of existing amendments. Although the Collegium is not obligated to suggest changes to the amendments, the House of Peoples vote on the amendments cannot go ahead without the Collegium meeting.

The session of Collegium cannot be held if one of the 3 members cannot attend. Sulejman Tihic, the First Deputy Speaker, has cancer and due to his ill health he cannot attend the House of Peoples or its Collegium. It is believed that Tihic won’t appear in House of Peoples in the near or foreseeable future. The position of First Deputy Speaker is a position held for life.

Elections are in October 2014.

This all means that the actual first reading of the proposed law in the House of Peoples may only be held in 2015.

Yet another brutal dog murder in Bosnia Herzegovina

Pas_1A dog was strangled to death with antenna cable in Slatina district of Sarajevo, reported today on Radiosarajevo.ba: New Atrocity Against Animals.

“Violence against animals is becoming more common throughout Bosnia Herzegovina, and the most recent case of torture and murder of animals took place in Sarajevo. On Sunday, 9 March,  a dog was found strangled by an antenna cable,  by a dumpster in the area of Slatina municipality Centre, Sarajevo.

The women who found the dog tried to find someone who could help. They called the vet, the police, the veterinary inspectors,  inspectors for the protection and welfare of animals from the Veterinary Office. The most common answer to these calls was that Sunday was not a working day, and that they are not to be disturbed and no longer bother with reports of this kind….

Then they approached the Sarajevo Cantonal inspection to order an autopsy of the dog’s body which they drove to the Veterinary Faculty in Sarajevo, to determine the cause and time of death in order to detect and punish the offender in accordance with the criminal law and the FBiH Law on Protection and Welfare of Bosnia and Herzegovina, where stray and abandoned dogs have the right to be free from torture and killing, and the right to legal protection.

NOTE: Those of you who have been monitoring the proposed amendments to the animal welfare laws in BiH, the next session of the House of Peoples is scheduled for March 12. Presumably they will vote on the amendments during this session.
